I would like to ask where if I can live - stream this tournament's games, and also ask about the time schedule.

Is there somewhere I can see the date - time schedule , and stream the games? Also is the time U.S. time?

It will be european time why would it be us if its in europe and avalon will provide the streams

You will be able to find streams in 4 languages - English, Russian, German and Chinese on Dota2.com

There will be a copy of the english strream on Joindota.com.

Dota2.com seems to not have a section about streams right now. Do you know if they are going to make one?

you are not going to be allowed to stream/restream the games
and if you try you are going to be banned on own3d or anyother streaming programm thats for sure
because they already have official streamers in 4different langueges
