Background story:
There was a guild of assassins in a time long past. They were feared in all the realms of the land. They were silent killers, lurking in the shadows, striking out and disappearing into the mist. They were known as The Scythers. The Master Scyther was Zearoth, a mighty assassin with unique skills unlike his "Brothers". The Golden Handed Tribe, great Troll Warriors, heard of the Scythers conquests and when one of the Troll Princesses were murdered by the Scythers, they attacked the Scyther’s stronghold in revenge. The battle was fierce but was lost. King Grob of the Trolls tracked Zearoth and challenged him to a dual. Zearoth won but was mortally wounded. Using his powers as a Scyther, he called on The Grim Reaper in an effort to prevent his fate. Death saw the potential in the Scyther and offered him a deal: Zearoth would become the greatest assassin of all time if he killed in the name of Death. Zearoth accepted and using his knowledge of the assassin ways, he has joined the Defence of the Ancients battle for the sole reason of assassination. In this way, their souls are reaped for Death and The Master Scyther can continue his trade and keep the Legend of the Scythers alive.

Description: Zearoth put his hand on an enemy hero immobilizing both of them, and dealing damage to enemy each second.
LvL 1: Immobilize both of them for 3 seconds. Deals 20 dmg/sec to the enemy. Mana: 40. CD: 25
LvL 2: Immobilize both of them for 3 seconds. Deals 40 dmg/sec to the enemy. Mana: 60. CD: 20
LvL 3: Immobilize both of them for 3 seconds. Deals 50 dmg/sec to the enemy. Mana: 80. CD: 15
LvL 4: Immobilize both of them for 3 seconds. Deals 70 dmg/sec to the enemy. mana: 100. CD: 10
Note: Range is 200 at all levels.

Note: Range is 150 for all levels.
Framework: Shows the Critical Strike Animation, which looks like slash before Zearoth.

LvL 1: Deals 10 dmg/sec for 7 seconds. Mana: 70. CD: 30
LvL 2: Deals 10dmg/sec for 9 seconds. Mana: 80. CD: 30

LvL 4: Deals 40 dmg/sec for 6 seconds. Mana: 120. CD: 25
Note:Range is 400 for all levels.

The Secret Move of The Scythes(R)ULTIMATE:

Description: Zearoth Blinks to the target enemy, dealing damage, and silence for a few seconds.
LvL 1: Deals 150 damage, and silence for 3 seconds. Mana: 90. CD: 60.
LvL 2: Deals 230 damage, and silence for 4 seconds. Mana: 120. CD: 50.
LvL 3: Deals 350 damage, and silence for 5 seconds. Mana: 160. CD: 40.
Note: At lvl 2 and 3, After using the Ultimate, you can activate it again, to go stealth for 45 sec, giving you 15% movespeed. Mana: 120.
Framework: Blink: Same Like Mortreds blink.

I just noticed, your spell Shadow Auro goes from 7 sec duration, 9 and then 6 and 6. Is it supposed to be like that?

yes, because at bigger lvl it gives more dmg, and 40 dmg for 9 sec= 40x9 = 360(am i right?) and 360 dmg is too lot for a nonultimate spell.

You must remember that it is DoT (Damage over Time) so they can heal during this time, tp, allies save them ect. and there is magic resistance to consider. Tbh, I would make the skill go 6/7/8/9 since the mana goes up as well and this hero will have a bit of early mana problems. Also, I would go 10/20/30/40 damage. There are more things I would suggest but I will give a full review tomorrow

theme : okay another assassin with dark power theme & only based from hero icon ,.. it fit with assasin thing...but can't see the model cannot give further comment

Ultimate : need cast range info ...
this skill is the best skill so far coz its unique . this skill is power full enough...it like when rikimaru blink then cast silence.
but i not see good reason why you add extra bonus "cast again to gain invisible and speed" why we need invisible if we already got advantage to attack the hopeless (silenced) enemy.just add something reasonable like after blink the hero get extra movement 15% + 15 dmg + 15 atck speed for 15 sec or some offensive effect to support this ASSASSIN when use his killing move (ultimate..)

+ synergy
+ easy to understand

- most of skill is too simple and couple of them not unique at all
- not try explain hero combo , build , tactic
- skill problem : underpowered skill , wrong scaling skill value

PS : ( i can see the synergy although you not write it but it just like caster hero who do Nuke combo casting) this hero more looks like agi caster than attack based hero

From what I understand of this hero, your aiming for a carry so there's a few things that don't work. First you should never give a hero like this a hold because he'll never use it primarily due to the fact that the hero should rather auto attack. For a melee hero, a 4th spell could possibly be a passive that makes him stick out lategame (Faceless bash, yunero crit, etc...). Also the second skill is auto kill early game. Matched with a stun or other form of slow it really seems a lot even if its just 10% slow. Maybe scale it starting at 5% to 20% because leveling from 2 to 3 seems silly. The third skill is good for farming but the scaling is off by making it last shorter for more damage depending on third skill I wouldn't tech it.
As for the ult it seems okay just not very original.

Well as it is I wouldn't pick this hero without a skill that somehow scales late game. And sorry as for the ult its simply a blink strike silence and yea I'm sorry I didn't elaborate. It synergizes with your hero so no complaints its just its a blink thats why not very original. Hes kind of a weak rikimaru who in my opinion is a pretty ok hero if the other team doesnt counter ward or gem Very Happy

Okay lets reword this your adding three very simple spells into one which in retrospect makes the spell dull. Also I'm not here to insult you so please tone down the attitude. Its hard to make a great hero and that's why I'm simply giving my opinion and suggestions to better your idea.
Now back to subject, the behind his current ult is to jump in land a spell maybe a auto attack or two and invisi away. With the silence you have ample enough time to do this. So lets say we stick to that principle, maybe it would be more interesting to replace the invisibility with a sort of recall. Meaning if activate again you return to the initial area where you first casted the spell. In short if you use your ultimate at point A to point B you can use it again to return to point A.

Now the idea behind this is to restrict the abuse of the spell but also to encourage picking off or initiation. If you cast your original idea on a hero and they have revelation, chances are your finished. On the other hand it also makes you have to be aware of your surroundings and position if you plan on returning to point A. Of course the time you have to blink back would be a sufficient amount to deal appropriate damage or pick of a unit (2-3 seconds).
